Pitt Faculty Expert Available to Comment on Military Law in Unfolding FBI Probe
PITTSBURGH—The Federal Bureau of Investigation inquiry that preceded the resignation of former Central Intelligence Agency Director David H.
Petraeus has expanded to include four-star Marine General John R. Allen. University of Pittsburgh School of Law Visiting Professor David J. R. Frakt is available to comment on military law applicable to the continuing FBI probe.
"Preliminary reporting on the FBI inquiry suggests potential issues of adultery, unprofessional relationships, conduct unbecoming an officer and gentleman, misuse of government property, and improper release of sensitive information, all matters that are punishable under the Uniform Code of Military Justice,” said Frakt.
Frakt has spent 18 years in the miliary—10 years in active duty and 8 years in the reserves. He is a lieutenant colonel in the U.S. Air Force Judge Advocate General’s Corps and serves on the Board of Advisors of the National Institute of Military Justice.
As someone who has prosecuted and defended active duty airmen for various types of sexual misconduct in the U.S. Air Force and has served at several levels of command, Frakt is well situated to comment on the reported allegations in the current inquiry. An expert in the fields of military law, military commissions, and international war crimes, he has written articles published in such scholarly publications as the Harvard Human Rights Journal, the Air Force Law Review, and the Duke Law Journal. Frakt has been quoted frequently in such national newspapers as The New York Times, The Wall Street Journal, and The Washington Post, and he has been a repeat guest on Public Radio International’s The World.
Frakt’s visiting professorship at Pitt’s School of Law is for the current academic year. His teaching areas include military law and criminal law. Frakt earned a Bachelor of Arts degree, summa cum laude, at the University of California, Irvine, and a Juris Doctor degree, cum laude, at Harvard Law School.
