Pitt School of Law to Present Lecture by the Chief Prosecutor of the United Nations International Criminal Tribunal for Rwanda Sept. 11
PITTSBURGH-Hassan Bubacar Jallow, chief prosecutor of the United Nations International Criminal Tribunal for Rwanda (ICTR), will deliver a lecture at noon Sept. 11 in the University of Pittsburgh School of Law's Teplitz Memorial Courtroom, Barco Law Building, 3900 Forbes Ave., Oakland.
The free public lecture, presented by the School of Law's Center for International Legal Education (CILE), is titled "The Contribution of the Rwanda Tribunal to International Law and the Challenges of Completion: The Prosecutor's Perspective." Jallow will discuss the impact the ICTR has had on international law and the difficulties facing the tribunal as it pursues its completion mandate.
Born in the Gambia in 1950, Jallow studied law at the University of Dar es Salaam Tanzania (1973), the Nigerian Law School (1976), and University College, London (1978). He worked as state attorney in the Attorney General's Chambers in the Gambia from 1976 until 1982, when he was appointed solicitor general.
Jallow served as the Gambia's attorney general and minister of justice from 1984 to 1994 and as a judge of the Gambia's Supreme Court from 1998 to 2002. In 1998, Jallow was appointed by the United Nations Secretary-General as an international legal expert to carry out a judicial evaluation of the International Criminal Tribunal for Rwanda and the International Criminal Tribunal for Yugoslavia. Jallow also was a legal expert for the Organisation of African Unity and worked on the drafting and conclusion of the African Charter on Human and People's Rights, which was adopted in 1981. He also has served the United Kingdom Commonwealth as chair of the Governmental Working Group of Experts in Human Rights.
Until his appointment as prosecutor of the ICTR, Jallow was a judge of the Appeals Chamber of the Special Court for Sierra Leone on the appointment of the UN Secretary-General in 2002, as well as a member of the Commonwealth Secretariat Arbitral Tribunal.
Jallow's awards include the honor of Commander of the National Order of the Republic of the Gambia.
