Pitt Lecture Advocates Public and Private Partnerships for Improving Global Security

PITTSBURGH-Will security worldwide improve if private businesses combine efforts with government agencies? Scott E. McHugh, vice president for Global Asset Protection and Security at Wal-Mart, believes so, and will outline his reasons in an Oct. 6 lecture titled "Global Public-Private Partnerships for Risk Management Improves Security for All and Need to Become the Norm not the Exception," the kick-off event for Pitt's Center for National Preparedness Seminar Series. The lecture will take place from 3 to 4 p.m. in Room 528 of Alumni Hall, 4227 Fifth Ave., Oakland.

Prior to his position at Wal-Mart, McHugh served as a member of the U.S. Department of State and pioneered the development of proactive terrorist surveillance detection tactics that are used today in the global war on terrorism. He taught courses on issues associated with terrorism for the National Defense University, FBI Academy, the Defense Intelligence Agency, and the U.S. Army Special Operations Command. Additionally, McHugh received two U.S. Department of State Superior Honor awards and achieved the rank of Special Agent-in-Charge.

After Sept. 11, 2001 McHugh served as the first director of federal security for the Washington Dulles region of the Transportation Security Administration (TSA) and developed new intelligence paradigms that became the model for TSA's transportation security program.

McHugh now manages all risk and security-related issues outside of the United States for Wal-Mart Stores Inc., the largest public corporation worldwide. He has held many senior executive positions prior to joining Wal-Mart, including managing director and CEO of Sky River Management, LLC, a risk management, aviation services, and facilities management company.

McHugh began his educational career at the University of Pittsburgh, where he earned a BA degree in administration of justice and in psychology; he earned the MS degree in strategic intelligence at the U.S. National Defense Intelligence College. He earned a graduate certificate in executive management at Cornell University, Johnson Graduate School of Management.
