Pitt's Center for International Legal Education to Host Lecture on the Dissolution and Legacy of the Former East Germany's Secret Police Oct. 2

PITTSBURGH-The University of Pittsburgh's Center for International Legal Education will feature David Gill, deputy representative of the Council of the Protestant Church in Germany to the Federal Republic of Germany and the European Union, in a lecture titled "The Secret Police of the Former East Germany: Their Dissolution and Legacy" at 1 p.m. Oct. 2 in the School of Law Barco Law Building's Teplitz Memorial Courtroom, 3900 Forbes Ave., Oakland.

Gill has served as deputy representative since 2004, handling legal and political questions on church and state relationships. He was one of a handful of individuals who prevented the destruction of records of the East German Secret Police (Stasi) following the fall of the Berlin Wall in 1989.

Gill was elected as the head of the Citizens' Committee overseeing the dissolution of the Headquarters of the Stasi. From 1990 to 1992, he held key positions in the process of dissolving the former East German Secret Police Force while working for the Federal Office for the Files of the Stasi and before the East German Parliament as the secretary of the Committee for the Dissolution of the Former Stasi.

After attaining his law degree from The Free University in Berlin and his LL.M degree from the University of Pennsylvania Law School, Gill worked for the Berlin Commissioner for Data Protection and Freedom of Information from 2000 to 2003, where he was responsible for implementation of the Freedom of Information Act in Berlin. During this time-2000 to 2001-he also held a position within the Federal Ministry of the Interior, coordinating a project on a new federal data protection law.

Gill has published numerous articles on data protection in Germany and the former East Germany Secret Police as well as the book "The Secret Police of the Former East Germany-Anatomy of the Mielke-Empire."
